Speakers

Luc Bouchard, Associate Deputy Minister, Ministry of Health and Social Services Information Technology Branch, Government of Quebec

Luc Bouchard was appointed Associate Deputy Minister at the Information Technology Branch of the Ministry of Health and Social Services (MSSS) on May 6, 2019.

Luc has applied his expertise as a senior manager in health care for more than 40 years. In 1985, he founded CGO, where he carried out many strategic IT planning and management projects.

Prior to the MSSS, Luc was VP, Business Development for CGI and VP, Business Development Consulting Services for CIM. He then joined Canada Health Infoway for more than eight years, where, as a Senior Director, he was responsible for the interoperable Electronic Health Record program and for leading its Canada-wide development with provincial and territorial authorities. He was subsequently appointed Executive Director of Infoway’s programs and, as such, was responsible for the executive management of these programs.

At the AQESSS, Luc worked as Financing, Investments and IT Manager, and then as Executive Assistant. In 2014, he joined the health and social services system as IT Director for the CIUSSS du Centre-Sud-de-l’Île-de-Montréal, where he led all IT activities and managed regional, supra-regional and provincial matters under the authority of the Regional Service Centre. He created the Provincial Information Treatment Centre for cloud hosting of the MSSS unified integrated systems.
